This report is part of a research series by the Hong Kong Green Finance Association (HKGFA) on integrating sustainable finance markets within the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). The series examines the International Platform on Sustainable Finance’s (IPSF) Common Ground Taxonomy (CGT). This ‘Phase 3’ report outlines suggestions to chart a path forward for policymakers and market participants’ to operationalize the International Platform on Sustainable Finance’s (IPSF) Common Ground Taxonomy (CGT) as the basis to form Greater Bay’s green definitions to mobilize more international capital to support the entire GBA and China’s decarbonization. Suggestions include: - Expanding the scope of green activities - Defining transition activities - Implementing Do No Significant Harm (DNSH) and Minimum Safeguard (MS) components - Adopting the CGT by phase, from voluntary to mandatory - Connecting GreenTech with Green Finance
