This report provides recommendations for decarbonising Hong Kong’s buildings. These recommendations are structured around establishing policy priorities and introducing a range of effective policy instruments through a new institutional arrangement. It also includes an analysis of Hong Kong’s current policy environment including building energy codes, incentives and subsidies. It evaluates the approaches taken in other jurisdictions including Singapore, mainland China, the UK, Australia and the EU, to help identify steps that Hong Kong’s buildings sector should take.
