GLOBAL CAPACITY BUILDING COALITION LAUNCHES KNOWLEDGE PORTAL TO HELP GOVERNMENTS DESIGN AND DELIVER COUNTRY PLATFORMS
New Country Platform Knowledge Portal provides governments with practical tools, guidance, and lessons from existing platforms to mobilize investment at scale
The Global Capacity Building Coalition (GCBC), today announced the beta launch of the Country Platform Knowledge Portal, a free, publicly accessible resource designed to provide governments with the knowledge and skills needed to design, launch, and deliver national country platforms.
Developed by GCBC for the Country Platforms Hub, the portal brings together practical guidance, tools, case studies, primary documents and implementation lessons from governments and institutions that have already established country platforms.
The resource is designed to be a starting point for organizations and governments that are designing and implementing the next generation of country platforms. It is meant to be practical, accessible, and provide information on the political, financial and technical challenges associated with country platform design and implementation.
"Over the last five years, country platforms have emerged as one of the most promising approaches for mobilizing investment in clean energy, industry and infrastructure," said Mary Schapiro, Chair of the Global Capacity Building Coalition. "The Knowledge Portal will bring together the best available guidance in one place, and allow a broad range of stakeholders to draw on proven approaches and adapt them to their own national contexts."
The Knowledge Portal was designed in close collaboration with the Country Platforms Hub's core partners, including the NDC Partnership, UNDP, Finance in Common, Climate Vulnerable Forum and the Green Climate Fund, and supports the Hub’s goal to reinforce country leadership and ownership in mobilizing finance for climate and development. Initial content draws on the experience of established platforms, including the Brazil Climate and Ecological Transformation Investment Platform, and the South Africa, Vietnam and Indonesia Just Energy Transition Partnerships, incorporating insights from governments, financial institutions, and technical advisors directly involved in their design and delivery.
“Through the Brazil Climate and Ecological Transformation Investment Platform (BIP), Brazil has been able to move from its climate ambitions to funded investment," said Ivan Oliveira, Deputy Secretary for Sustainable Finance, Brazil and Country Platforms Hub Co-Chair. "Our work on the BIP has shown what’s needed to operationalize an effective country platform. By putting practical experience from Brazil and other countries in the hands of governments looking to stand up their own platforms, the Knowledge Portal can help shorten the path from design to implementation and strengthen the country ownership that makes these platforms work.”

Country platforms are increasingly used by governments to align their climate, economic, and industrial priorities and to organize public, private, domestic, and international finance around national development plans. At COP30, commitments to establish 14 new country platforms were announced across Asia, Africa, Latin America, and the Caribbean.
While guidance on country platforms exists, accessing consolidated resources that address practical questions that arise at each stage of platform development remains a challenge. The Knowledge Portal seeks to address this gap, providing a structured repository focused on what governments and secretariats actually need to design, govern, and deliver country platforms, including implementation lessons from governments and institutions that have already established them.
During the beta phase, GCBC will gather structured feedback from governments, platform secretariats, and technical partners to strengthen the Portal's content, coverage, and usability.
A full production launch is expected to launch at COP31 in Antalya, Türkiye.

The Global Capacity Building Coalition (GCBC) is an unprecedented global initiative. It brings together many of the world’s leading climate finance organizations to accelerate and scale climate and transition finance capacity building for financial institutions and finance professionals, particularly in emerging markets and developing economies (EMDEs).
